THE ROLE OF BUSINESS IN THE FORMATION OF HUMAN CAPITAL THROUGH THE DEVELOPMENT OF THE INDUSTRIAL EDUCATION IN RUSSIA AT THE EDGE OF XIX–XX CENTURIES
The article is devoted to a live topic at the present time: formation of human capital as an important factor of social and economic development of the society. Educational modernizations which role increases significantly during the economic growth of the country are of a special importance for the development of human capital at all historical stages. Education and the necessity to increase its quality becomes very important for Russia at the stage of catching economic modernization at the edge of XIX–XX centuries. Entrepreneurial congresses established in almost all branches of economy and having a significant need for new human resources required for establishment and development of national economy play a significant role during this process. At the present article the author attempts to analyze the experience of the formation of different levels of commercial education as well as find out the role of united business in this process. By initiating the establishment of technical and commercial high schools the branch entrepreneurial congresses in fact contributed to the improvement of the human capital quality as the source of social and economic development during the economic growth at the edge of XIX–XX centuries. The author also mentions the intention of branch congresses to transfer the responsibility for resolving the problems of financing of special high schools, mainly of a highest level, to the state, which suppressed the development of non-sate industrial education sector.
