Development of a Strategy for the Development of the Fuel Industry, Energy Sector, and Rational Use of the USSR’s Fuel and Energy Resources for the Period Up to 2000
Abstract
Introduction. The relevance of the study is determined by the critical importance in a very difficult geopolitical situation of the development of a scientifically substantiated strategy for the socio-economic development of the Russian Federation, taking into account the situation on the global energy market. The purpose of the publication is, based on the archival documents that have become available, to carry out an analysis of the process of developing a strategy for the further development of the fuel and energy complex of the USSR at the turn of the 1960s and 1970s, to identify the factors that determined the strategy for the accelerated development of the fuel and energy complex.
Materials and Methods. The principles of historicism, objectivity and reliability were the methodological basis of the research. The basic theory was the theory of modernization. The range of sources is mainly represented by archival documents. The documents of the fund of the Central Committee of the CPSU of the Russian Academy of Sciences have been introduced into scientific circulation under the heading “Secret”, “For official use”, some of which are currently available to researchers.
Results. It has been proven that the factors that determined the focus on accelerating oil and gas production in the late 1960s were significant changes in the fuel balance and regional distribution of the fuel and energy sector, a lag in many key indicators compared to the United States, and emerging new trends in the global energy market.
Discussion and Conclusion. The article concludes that the cost-intensive nature of the Soviet economy led to an exaggerated increase in demand for raw materials and energy, which was primarily driven by the largest deposits in the eastern regions. The interests of the fuel and energy sector were at odds with the concept of economic reform and the interests of individual enterprises. More capital investment was required. The central government managed to concentrate the efforts and resources of the entire country on implementing priority projects, but the second half of the 1970s was a period of growing crisis elements, and its scale was largely hindered by the influx of petrodollars. With the accelerated growth of production, the development of the oil and gas complex became increasingly disproportionate. Starting in 1982, the plans for oil and gas condensate production were not being met.
