The Policy of the Russian Military Authorities in the Western Caspian Region on the Modernization of Natural and Economic Resources (1722–1735)
Abstract
Introduction. After the victory in the Northern War, Peter I decided to implement his eastern project to annex the Caspian provinces of Persia, which, in fact, became the beginning of a complex and lengthy process of annexing the Caucasian region to the Russian Empire. Control over the Trans-Caucasian trade route and protectionist measures were intended to ensure intensive growth of Russian-Transcaucasian trade and economic relations.
Materials and Methods. When writing the work, the principle of historicism was applied, which involves considering a phenomenon in development. The historical-genetic method made it possible to identify the causes and factors of the emergence and development of economic systems such as trade, to explain the economic policy pursued by the Russian authorities in the Caucasus region, to consider historical phenomena and processes characteristic of the period under study in their sequence and interrelation. The idiographic method made it possible to convey the uniqueness of historical phenomena localized in the time-spatial dimension, while focusing on their specific characteristics and components regarding the era in question.
Results. The Russian authorities in the Caspian regions acquired under the Treaty of St. Petersburg in 1723 pursued a policy of modernizing economic life, which gave impetus to the further development of viticulture and winemaking, the expansion of saffron plantations, sericulture, the development and increase of oil production, etc. The Russian government has done serious work to study and develop the natural and economic resources of the Caspian lands of Dagestan, Northern Persia and Azerbaijan.
Discussion and Conclusion. The comprehensive measures of the Russian military authorities, despite the inconsistency of individual projects, have produced tangible results. The Russian government has done a great job of researching and developing the natural and economic resources of the Caspian lands of Dagestan, Northern Persia and Azerbaijan.
