Technical and Economic Indicators of the Development of the National Economy of the USSR in the second half of the 1960s: based on declassified documents

 

Abstract

Introduction. On the basis of currently declassified documents, the current problem of the evolution of state economic policy is being investigated, determining its effectiveness and the legality of technical and economic indicators of the development of the national economy of the USSR in the second half of the 1960s. The objectives of the publication are to more fully determine the effectiveness of economic policy in the period under study, to carry out a comparative analysis of what has been achieved with the indicators of the leading countries of the world based on archival data documents.

Materials and Methods. The methodological basis of the research was the principles of historicism, objectivity and reliability. The modernization theory is accepted as the basic one. Archival documents make it possible not only to study the technical and economic indicators of the national economy more fully and objectively, but also to name the factors that caused the lag.

Results. It is proved that the leadership of the USSR had very real data on the technical and economic development of the country. A comparative analysis with the leading countries allowed both to identify the main trends observed in the economies of the leading Western countries and to identify sectors in which the USSR lagged behind.

Discussion and Conclusion. The conclusions are formulated that in terms of a number of important indicators (national income per capita, labor productivity, capital productivity and material consumption) in the period under study, the USSR continued to lag behind the leading countries. Among the industries that required urgent state support were instrumentation, the development and development of computer technology, chemistry, mechanical engineering, electric power, and oil refining. The necessary specialists rightly considered an increase in the share of the most advanced types of products in the production structure of some industries, as well as the share of efficient technological processes in the USSR. Suggestions on the development of such a progressive form of production organization in mechanical engineering as intersectoral specialization were also appropriate recommendations. It was necessary to increase the efficiency of capital investments in the USSR, which was declining due to the timing of construction and the slow commissioning of production facilities. One of the most important conditions was very accurately called the optimal organization of the introduction of new technology into production.
