A RETROSPECTIVE ANALYSIS OF THE IMPLEMENTATION OF THE IMPORT SUBSTITUTION POLICY IN THE RUSSIAN FEDERATION AND FORMATION OF ITS REGULATORY SUPPORT

The article defines the key directions of the reorientation of the Russian economy, including the need for designated production of import-substituting products with innovation and export orientation. Marked reasons for the increase in the application of the state economic policy to the principles of import substitution. Researched and presented historical stages of implementation of the policy of import substitution in Russia. Identified industries with high import dependence and the potential for import substitution, among which priority should be given to medical, pharmaceutical, light industry, machinery, machine tools, electronics, metallurgy and agriculture.  The complex of measures for support and development of the economy of the national economy and individual sectors with significant potential for import substitution. The analysis of the government’s development programmes for their target orientation on the development of import substitution. Programs that do not contain direct instructions in order to implement the import substitution policy, are analyzed in separate directions and measures to promote import substitution in the industry. Presents data on volumes of budget appropriations programs. Sistematizirovat normative legal acts in the field of a ban on admission of certain goods originating from foreign States. The conclusion is made about the adequacy and validity of accumulated Russian normative-legal base in the field of import substitution.
