Employment and Activities of Evacuated Citizens in the Territory of the Mordovian ASSR at the Initial Stage of the Great Patriotic War

 

Abstract

Introduction. Based on archival and published data, the processes of evacuation to the territory of the Mordovian ASSR with further employment and activities of displaced citizens at the initial stage of the Great Patriotic War were considered.

Materials and Methods. The source base was documents stored in the Central State Archive of the Republic of Mordovia, materials of the State Archive of the Russian Federation. General scientific and special scientific (historical-systemic, etc.) methods were used in the work.

Results. The process of evacuation at the initial stage of the Great Patriotic War of the population from the frontline territories of the Belarusian, Ukrainian SSR, regions of the RSFSR actively took place on the territory of the Mordovian ASSR. Significant human and industrial resources were evacuated to the republic. The evacuation process from the first weeks of the war was managed and controlled by the local authorities in the person of the Council of People’s Commissars of the Republic, district executive committees, and the Evacuation Council. Despite the difficulties that arose, characteristic of that tense period of the socio-economic situation in the country, evacuation processes on the territory of Mordovia took place as normal. The employment of citizens who arrived in the republic was carried out in accordance with the orders and resolutions of the Council of People’s Commissars of the USSR, the RSFRS, the MASSR, the Evacuation Council under the Council of People’s Commissars of the USSR. The problems that arose in the process of completing the task were of a non-systemic nature and were corrected in an adequate time.

Discussion and Conclusion. The processes of evacuation of the population and its further placement and employment in the Mordovian ASSR took place at a normal pace, generally responding to requests adequate to the socio-economic situation in the country in the conditions of the ongoing war. Both the supreme authorities of the republic and the local authorities competently and responsibly managed evacuation measures, responding in a timely manner to changes in the situation and responding to emerging difficulties with the arrangement of life and employment of the population arriving from the frontline territory.
