FORMING OF ULYANOVSK COUNTY AS PART OF MIDDLE VOLGA REGION
The article focuses on the conducted reform of administrative division related to the economic districting of the USSR and dictated by interests of more effective use of present economic power, human and natural resources of country in the period of building of new social structure, required the presence of powerful administrative-territorial units in economic relation. Carrying out the construction of a new social order, government circles agreed on the need to attract to its side the representatives of national minorities. To achieve this goal the Central Executive Committee went to formation in the RSFSR autonomous national republics and regions. They were formed including the territory of the Middle Volga. Namely the realization of the principle of «taking into account the national peculiarities» of the formation of the Tatar and Chuvash republics was the reason for «cutting land» of Simbirsk (Ulyanovsk) province in 1920–1926.
The conclusion is that in their formation citizens of settlements were directly involved, proposing certain variants for the future district. Namely the will of the inhabitants of villages, offers the Organizing Committee of Middle Volga region and complying with the principles of zoning became the basis for the determination of the boundaries of regions. Enlargement of administrative-territorial units in the Soviet Union led to the formation of the Ulyanovsk region as part of the Middle Volga Region. Zoning of region happening in a short time consisted of three stages and ended of the formation of the 15 regions, which exceeded the abolished volosts and conceded to uezds.
