The Development of a Defense Production System in the Kirghiz SSR under the Conditions of a Mobilization Economy in the Initial Period of the Great Patriotic War (1941–1942)
Abstract
Introduction. The purpose of this article is to show how the defense industry was formed in the Kirghiz SSR during the first years of the war and how it became part of the USSR’s mobilization economy. It is necessary to understand how regional bodies interacted with central departments and what place republican, local, and cooperative industries and labor force occupied in the production of weapons and ammunition for the Red Army and Navy. The relevance of the study lies in the fact that it allows us to trace the mechanisms of integration of the defense production system of the Kirghiz SSR into the all-Union mobilization economy and to determine the region’s contribution to providing the fronts of the Red Army.
Materials and Methods. The source base consists of publications by Soviet, Russian, Kazakh and Kyrgyz authors, as well as archival sources from the Central State Archives of the Kyrgyz Republic and the archives of the Russian Federation. The primary sources used for the research topic are regulatory legal acts and governing documents of union and republican significance of the first period of the war (1941–1942). To solve the scientific problem, the author used the method of source studies; the materials were subjected to critical analysis and comparison, taking into account the conditions of the mobilization economy and the peculiarities of wartime centralized planning.
Results. An assessment is being made of the state of the republic’s production capacities involved in the country’s military economy, analyzing their parameters, workload volumes, and reserves, as well as coordination links between enterprises in the context of mobilization tasks and activities.
Discussion and Conclusion. It is concluded that the main reason for the success was a comprehensive approach: which included the evacuation of equipment, the reworking of the production profile, and the active work of workers in conditions of a shortage of space, electricity, and personnel. These processes reflect the general trends of the mobilization economy and its role as a key factor in victory.
