The Activities of the Soviet Commodity Exchanges During the NEP Years (Based on the Materials of the Perm Commodity Exchange)
Abstract
Introduction. This article examines the activities of the Perm Commodity Exchange during the years of the New Economic Policy. The relevance of the study is due to the attention of researchers to the multicultural economy of the period of the New Economic Policy. With the change of ideological attitudes, assessments of the role of the private sector in the development of the economy of the country and the region have changed. Under the New Economic Policy, commodity exchanges were restored and the conditions of their functioning changed. The purpose of this study is to summarize the experience of the formation and functioning of the Perm Commodity Exchange during the years of the New Economic Policy. To achieve this goal, the following tasks were identified: determining the political and economic conditions for the revival of commodity exchanges in Soviet Russia, considering the regional features of the origin of Soviet exchange trading in the Kama region, analyzing the functions and organizational structure of commodity exchange management, studying the position of commodity exchanges in the economic system, their transformation of the role and tasks in the economic mechanism of the NEP.
Within the framework of this study, an analysis will be carried out not only of the development of the Perm Commodity Exchange, but also of its place in the general system of commodity exchanges in Soviet Russia. The results obtained will allow us to better understand the dynamics of the development of commodity exchanges during the period of the New Economic Policy and their relationship with the economic system of the country.
The analysis of historical processes plays a crucial role in the formation of modern economic policy and effective management of the economic development of regions.
Materials and Methods. The methodological basis was the concept of a multi-layered economy. According to the concept, the New Economic policy is an example of building a multi-layered economy in the country. The main sources are documents from the p-55 Perm Commodity Exchange fund, stored in the State Archive of the Perm Territory.
Results. The Exchange Committee of the Perm Commodity Exchange was established to regulate the activities of the exchange. This committee carried out the execution of the resolutions of the general meeting of the exchange members, the management of the exchange meetings. He oversaw the implementation of all orders of the Soviet government in the field of trade, acted as an intermediary in disputed trade transactions, disposed of the exchange’s property, controlled its income and expenses, was engaged in registration of membership and kept lists of exchange members. The Exchange Committee conducted an analysis of the economic situation in the region and issued stock bulletins.
Discussion and Conclusion. Thus, this study will allow a deeper study of the historical role and functions of the Perm Commodity Exchange, to determine its impact on the economic system of the country.
